301_26 Supply of Liquid Fuels

ESPO is a public sector-owned professional buying organisation offering a comprehensive range of procurement services, including access to over 100 free-to-access framework solutions for the wider public sector. We are establishing a framework for the supply of liquid fuels, notably automotive fuels and heating oil. Recognising the geographical nature of this market, ESPO will structure the framework into multiple Lots using NUTS (Nomenclature of Territorial Units for Statistics) codes to define regional groupings across the United Kingdom. A total of 55 Lots will be established based on these geographic regions. Suppliers may submit bids for one, several or all Lots. Customers will typically take delivery into their own bulk tanks however; the framework also includes a provision to offer Fuel Bunkering to support any customer seeking to purchase bulk fuel for their fuel card arrangements. To ensure transparency and alignment with market conditions, the pricing of liquid fuels supplied under this framework will be referenced against the relevant Platts Oil Price Index (Platts), typically on a weekly lagged basis. HVO (Hydrotreated Vegetable Oil), Biodiesel and similar renewable and alternative fuels are included within the scope of this Framework to support emerging customer needs across the public sector. Supply & Distribution of Various Foods

Cumberland Council have a requirement for the supply and distribution of a range of various foods within the footprint of Cumberland Council, these foods will be suitable for Cumberland Care Sites, Cumberland Council Sites and Cumberland Council maintained non-chequebook schools which do not use third party School Meals providers. Cumberland Care sites currently consist of 8 Care Homes and 9 Day Centres. There are currently 75 maintained schools within they footprint of Cumberland Council. Only those schools which do not use a third-party school meals provider will be eligible to access the Framework, this currently applies to 31 schools but is subject to change. The number of schools who will access the Framework is not guaranteed as not all schools will choose to opt in. Schools that are eligible to use the framework will sign an access agreement allowing them to receive framework pricing and benefits however they will be wholly responsible for all framework transactions and will contract directly with the successful supplier(s).
