Background Vennesla municipality c/o the Unit for Park and Technical needs to procure a new 4 axled hook vehicle as a replacement for the existing vehicles in the municipal operation. The objective of the procurement is to ensure a reliable, robust and versatile vehicle that can cover the municipality ́s ongoing needs within transport, site related assignments and winter maintenance. The vehicle shall be used for, among other things, mass transport, handling various operational assignments and use in the winter service with snow clearing and gritting. The use will include both ordinary municipal road operations, driving on site roads and work under demanding operational conditions. Therefore there is a need for a system that is adapted to high load, varying surfaces and long term use throughout the year. Furthermore, the municipality needs a delivery that supports efficient and continual operation. This means that it is not only the vehicle itself that is central, but also that the tenderer can contribute appropriate service follow-up and assistance in the operational phase. The procurement shall, in total, provide the municipality with a functional and operational ready work tool that can be used immediately when taking over. Description of the assignment The assignment is for the delivery of one complete and ready for operation, a four axled lorry with a hook extension for municipal operations. The delivery shall include the chassis, hook lift and the necessary equipment for the areas that the municipality requires, including transport assignments, site related use and winter maintenance. The vehicle shall be adapted to the municipality ́s need for a high payload, good accessibility and safe operation under demanding conditions. A system with characteristics is requested that makes the vehicle suitable for both heavy load and varied use, as well as a driver environment that supports long work sessions and efficient operation. The delivery shall also include relevant equipment and schemes for use together with the municipality ́s winter equipment and other operational equipment. Furthermore, the delivery shall include registration and necessary documentation so that the vehicle is ready for use when taking over. The municipality also assumes that the tenderer can offer service and follow-up services in the operational phase, including workshop services and assistance in connection with interruptions in operations. This procurement covers the design, construction and delivery of two identical training vessels, with an option for two additional vessels (1+1) , to the Norwegian Armed Forces. The vessels shall be used for education and training in military practical navigation, in order to ensure that the required competence of future navigators in the Royal Norwegian Navy is maintained and further developed. The training concept is based on a recurring cycle of theoretical instruction, simulator training and practical navigation. The main teaching platform is the navigation system, which must be as close to identical as possible in the simulator and on board the vessels. In this context, the training vessels serve as a platform for bringing the navigation system to sea. The vessels shall be modern, reliable and representative of current standards, with primary emphasis on safe navigation, energy-efficient operation and pedagogical suitability. The vessels shall be built in accordance with civil (DNV) class. They shall be serially built, with a high degree of standardised civil components and subsystems, in order to ensure effective competition and keep operating costs at a low level. Each vessel shall have a length of less than 24 metres, be capable of achieving a minimum speed of 18 knobs, and have a total installed engine power of less than 750 kW. The vessels shall be delivered fully equipped, including navigation systems and sensors, as well as the necessary support and documentation package for operation and maintenance.

Background The contracting authority needs to renew the vehicle fleet for personnel who work with housing inspections and sweeping. The procurement will be carried out as a result of new requirements for division into a clean and dirty zone in the vehicles. The aim is to facilitate a safer and more appropriate work day, including reducing exposure to degassing, dust and other pollution from equipment and work clothes used in the service. The vehicles shall be used in daily operative operations and must support safe transport of personnel, tools, sweeping equipment and polluted equipment. Therefore there is a need for vehicles and fittings solutions that together provide good functionality, practical access, satisfactory ergonomics and reliable handling of equipment in accordance with the business ́s needs. Description of the assignment The contracting authority shall enter into a procurement contract for the delivery of 11 goods vans in large box van execution, ready fitted out with a 3-piece system for a clean and dirty zone. The delivery shall include complete vehicles with adapted fittings and the necessary equipment for the contracting authority ́s use. The budget limit for the procurement is estimated to be between NOK 6,300,000 excluding VAT and NOK 7,800,000 excluding VAT, depending on the sale of existing vehicles. The contracting authority reserves the right to reduce or increase the scope of the procurement within the framework of the procurement regulations, i.a. due to changed needs, unit prices (reduced number of vehicles), financial framework terms or organisational conditions. Reservations related to the price, including currency reservations, shall be clearly and unambiguously stated and priced. Conditions that are not priced or that lead to uncertainty in the evaluation can lead to rejection, cf. the Public Procurement Regulations § 24-8. Vehicles with characteristics are requested that make them suitable for daily service use, including good capacity, sufficient payload with full furnishing and accessibility suitable for varied operational conditions.
