The contracting authority is Sirkula, GLØR, Horizon and HRA. The need is within the framework agreement period, estimated to be 6-8 2-chamber compressor vehicles and 4-6 compressor vehicles with cranes. The procurement ́s value is estimated to: NOK 70,000,000 excluding VAT. The maximum value for the entire contract period, including any options and expected price rise: NOK 100,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. The Public Procurement Regulations § 7-9, the fourth section will be used in this procurement. The main performance of the procurement is vehicles, of which the largest environmental impact is in possible emissions resulting from fossile fuel. In this procurement, vehicles with biogas based operations shall be procured. This gives a better effect on climate and the environment than using fuel technology as the award criteria, as there is a risk that suppliers would otherwise deliver fuel technology with major emissions. The contracting authority has assessed the procurement against the apprentice regulations, c.f. the Procurement Act § 7 and concluded that apprentices are not required in this procurement as the procurement is a procurement, cf. the apprentice regulations § 4.

The aim of the procurement is to cover the need for transport of asylum seekers when needed and appropriate to use large buses. In order for the contract to be used in many cases/scenarios, it is not limited geographically or up to reception types. The agreement is, thus, nationwide. It will have its main catchment area to/from the National Arrival Centre (NAS) in Råde, but it shall also be used to and between destinations further away. There is a large variation in the asylum arrivals and this affects the need for accommodation capacity, number of asylum reception centres and also transport needs. UDI regularly needs to move larger groups of asylum seekers to the same destination or destinations that can constitute a "route" with several stops. In periods there can be a great need for large buses. In periods with low arrival numbers, however, there will be a limited need for this type of transport assignment. The agreement shall cover both a normal situation and take care of a stand-by function.
The Main Rescue Centre, c/o the Management Rescue Helicopter Service, is responsible for the new national rescue helicopters, SAR Queen.
