Norway – Road transport services – Market survey for the publication of a licence period for renting small electric vehicles on public ground in Oslo municipality.

The Agency for Urban Environment would like to invite market participants who rent "free flow" shared electric bicycles and electric scooters to a market survey. The aim of the invitation is to gain general insight about the interest and the possibility the market has to offer electric bicycles in combination with electric scooters to ensure that the criteria in the next notice are in line with what the market can offer and the city wants. We would particularly like concrete feedback on free floating e-cycles that are not offered in Oslo in the current period. Currently Oslo offers two different offers of micromobility; the permission scheme for small electric vehicles (electric scooters and electric bicycles) and a separate contract with Oslo bysykkel. The licence scheme is a free flow scheme with 2 years duration and is open for companies with permission to have both electric bikes and electric scooters. In the current period, only electric scooters are offered from the companies that have permission in Oslo. Oslo Bysykkel offers fixed installations of electric bicycles and regular bicycles within ring 3 and is a contract that lasts until 2030. The current permit for small electric vehicles allows companies to place a total of 16,000 vehicles that are distributed equally between three companies. There are 5,334 vehicles for each company. The distribution of vehicles will be distributed in 4 zones that are regulated in the local regulations. In zones 1, 2 and 3, the companies have the possibility to deploy 8,000 vehicles (inner town), the remaining 8,000 can be placed in zone 4 (outer town). Of the 8,000 vehicles that can be placed within zone 3, there is a maximum of 3,200 vehicles in zone 3, 3,200 vehicles in zone 2, and 1,200 vehicles in zone 1. In 2025, more than 20 million trips were carried out, and a further increase is expected by the end of 2026. On average, the trips last with electric scooters in Oslo about 7 minutes, which makes up a distance of about 2 kilometres in the airline. The Agency for Urban Environment would like the tender to be developed in a safe and good way with the city ́s needs and that as many people as possible use the offer in the city. We would therefore like the market to give feedback on the following questions: 1. There should be some concrete changes in the design of questions from the previous notice period 2025-27 (see the annex). 2. Should the next notice also include electric bicycles and which segments can electric bicycles attract that do not electric scooters hit? 3. Previous experience gave electric bikes challenges in the urban area. Are the current e-cycles offered by the market small enough and adapted to confined urban spaces? 4. What does the market think about requirements for the size and length of the bicycles (wheel size in inches, length in cm)? 5. If a limit shall be set on the size of the e-cycles. What is the smallest size of e-cycles in the market and what size is recommended in Oslo? 6. Should there be a minimum and maximum number of e-cycles and how should it be distributed in the zones? 7. Fees have been preventive in order to avoid repeated parking errors. The municipality has no way of doing the same with electric bikes. How do companies solve the parking challenges that arise with electric bikes? 8. What is the market ́s attitude in general to forced parking in the city centre and forced parking only for electric bikes in other local centres and areas with high use? 9. What type of new technology can the market offer that contributes to safer urban transport with many walking, especially on pavements, parks, public urban areas etc.? Give examples. 10. Do you have anything else you would like to comment on or give feedback on? The Agency for Urban Environment reserves the right to select feedback and the right to not take into account input that is not relevant for the pending announcement. This is done in order to avoid disproportionate work with the received inputs. The Agency for Urban Environment selects relevant input from the feedback based on capacity, need, wants and professional assessment. Due to staff holidays, questions asked from interested parties will not be answered until after 3 August. A deadline is set for 18 August to ask questions to the market dialogue, and questions received after this cannot be answered. The deadline for submitting feedback and replying to the questions posed in the market dialogue is set at 25 August. A summary of the received input will be prepared. Input that the Agency for Urban Environment does not consider relevant for the pending announcement will not be included in the summary.

Vennesla municipality invites tenderers to participate in a competition for the establishment of a dynamic purchasing system (DIO) for the procurement of vehicles under 3.5 tons. The objective of the procurement The aim of the procurement is to establish a dynamic purchasing system that shall ensure effective, flexible and future orientated procurement of vehicles for the municipality ́s entities. The scheme shall contribute to covering the ongoing need for the procurement of new vehicles, and at the same time support the municipality ́s climate and environmental targets. As a main rule, zero emission vehicles shall be procured. Deviations can occur if it is necessary due to stand-by or special needs. About Dynamic Purchasing System The dynamic purchasing system will be established in accordance with the Public Procurement Regulations (FOA) part I and part III and it will be held as a restricted tender contest (cf. the Public Procurement Regulations § 26-5). The scheme is a two-stage procedure: Stage 1: Qualification phase where tenderers apply for admission to the scheme. Stage 2: Implementation of mini competitions where qualified suppliers are invited to submit tender offers A contract will not be signed for admission to the scheme. The contract will only be signed after a completed competition for each procurement. The scheme is fully electronic, and all communication and tender deliveries shall occur via the contracting authority ́s KGV system. Scope and estimated value The contract is for the procurement of: Passenger cars Goods vans Other vehicles under 3.5 tons The estimated total value of the procurements under the scheme is approx. NOK 32 million excluding VAT over a period of up to 5 years. The maximum value is nok 52 million excluding VAT. Emphasis is put on the fact that: The stated volume is an estimate and is not binding. The contracting authority does not have any purchasing obligation. Need and extent will vary throughout the contract period. Participation in the scheme Tenderers can apply for admission to the scheme by submitting a qualification application (ESPD). The scheme is open for continuous admissions: New suppliers can apply for admission throughout the entire scheme period. Applications are processed continuously All tenderers who fulfil the qualification requirements will be included in the scheme. Qualification requirements (short overview) Tenderers must i.a. document: Paid taxes and duties (tax certificate) Legally established company (company registration certificate/registration) Sufficient technical and professional qualifications, including: Branded reseller authorisation Environmental management system (f.eks. Implementation of competitions in the scheme The contracting authority will hold mini-competitions for concrete procurements, in which: All qualified tenderers are invited to submit a tender. The requirement specifications and contract terms will be determined in each competition. The award will be based on the criteria given in the competition. The contract award criteria will normally include: Price Technical and functional quality Service and follow-up Delivery time The tender deadline in mini tender contests will normally not be shorter than 10 days. Communication All communication in the competition shall take place via kgv. Questions shall be asked in the KGV within the stated deadlines. Language: Norwegian Other conditions There are requirements for wages and working conditions in accordance with the current rules. The contracting authority reserves the right to reject tenderers who do not fulfil the qualification requirements or that are covered by the rejection regulations in PPR § 24-2. Troms County invites relevant tenderers to a market dialogue for planning a new framework agreement for groceries. The aim of the hearing is to identify the market ́s possibilities and recommendations as regards the county ́s needs and expectations, as well as what systems and possibilities are available to safeguard environmental considerations in an appropriate and competitive manner. At the same time, the hearing replies will help avoid cancelling the competition due to poor need coverage, or rejection of tenderers due to too stringent requirements. Troms County would like relevant tenderers' tenderers to see the attached draft of requirement specifications, qualification requirements and contract terms. Particular input is wanted regarding whether the requirements are relevant and/or if some of the requirements seem competitive, as well as the tenderer's input on, among other things, the choice of price model, the possibility of offering organic products, fresh meat and fish and local food, as well as emission-free transport. Tenderers are also invited to share all relevant experiences, proposals and assessments that can contribute to a good tender documentation and a future orientated contract. Emphasis is put on the fact that tenderers shall not fill in the attached draft of documents, but give feedback on the questions that have been formulated in the question tab. At the expiry of the hearing deadline, we will review all inputs and assess what is appropriate to include in the final documents. The inputs will be treated confidentially and not visualised for other suppliers. The Contracting Authority is not obliged to comply with the input and emphasises that the documents are to be seen as provisional drafts. Please note that Troms County does not reimburse any costs for participation in the hearing. Please note that tenderers who participate in the market dialogue can be contacted afterwards if the contracting authority needs clarification or further information. The contracting authority plans, among other things, to submit a draft of the price form for a hearing to tenderers who have registered their interest, after this round of hearing has been carried out. Tenderers are requested to give feedback if there is a need for an extended reply deadline. The contracting authority understands that this may be necessary due to ongoing holiday leave.
