Justervesenet needs a standard that will enable the calibration of gas flow meters in hydrogen refuelling stations (HRSs). The entire standard is termed HDFTS (Heavy-Duty Field Test Standard). It is a mobile standard that can be lifted onto a car trailer and driven to a HRS for testing. The standard consists of two parts: (1) a pair of Coriolis flow metres operating in parallel and (2) a tank system. Part 1 is termed CMU (Coriolis Measurement Unit) and 2 is HST (Hydrogen Storage Tanks). The operating pressure range must be at least from 0 to 900 barg and the rig must be designed to measure flow rates at least from 0.075 to 18 kg/min at ambient temperatures (15-25°C).
The objective of the procurement is to enter into a contract for the procurement of goods vans with a supplier during the framework agreement period. The Hydrological Department operates a national measurement station network and does a lot of water flow measurements nationwide. The vehicles will therefore also be used for some long-distance driving, and good comfort is therefore also important. The vehicles shall be used in NVE ́s field activities. First and foremost for use on normal roads, but in some cases on some bad gravel and mountain roads. The vehicles will be equipped with fittings and drawer shelving and some equipment is needed. The vehicles therefore need a relatively high available load capacity and payload, and practically satisfactory range. The scope of the procurement is estimated to have a value of approx. The objective of the framework agreement is to ensure The Norwegian Defence Estates Agency access to qualified and experienced tenderers for implementing rock protection measures and clearing rock. The framework agreement includes planned and acute measures within rock protection, including manual and mechanical clearing, securing work in steep terrain, assembly of bolts, the network and other safety measures, as well as the accompanying work. Trøndelag fylkeskommune (hereafter called the Contracting Authority or TRFK) shall procure a new energy follow-up system (EOS). The current system is Optima, owned by EG Norway and delivered by Entro AS. The annual combined energy use for the properties is in the range of 35 GWh electricity and 25 GWh thermal energy. Any measurements of street lights and or charging installations will come in addition, to the degree that these will be relevant for using this service/delivery. A well-functioning energy follow-up system is decisive for obtaining an overview and control of energy use, optimising operation and uncovering deviations, comparing status and development, as well as for exercising good energy management in the form of economic and environmental operations. Likewise, it is decisive to effectively report energy use to management at different levels in the organisation or to political leadership. Equivalently, it is desirable that EOS shall contribute to an overview of the use of water on the property, waste and any manual reporting of passenger transport. As Trøndelag county is already reporting through, among other things, Miljøfyrtårn and performs complete environmental reporting, it is requested that the new product has options as described in:Automatic report energy use in each building/facility, with an option for manual input where automatic meters are missing. Automatically report water consumption in each building/facility, with an option for manual input where automatic meters are missing. Automatically report waste amounts by type/fraction, with an option for manual entry where automatic meters are missing. Where possible, the Contracting Authority can extract data from EOS to its own time series server in order to use data learning/artificial intelligence on the data basis.
