The opportunity is for a modern SaaS-based Asset Management System to replace the end-of-life XV Plus platform used by Super Tram. The AMS will initially serve the Supertram light-rail network, operated on the Authority's behalf by South Yorkshire Future Trams Limited (SYFTL), and is procured as a single, modular platform able to extend to SYMCA Facilities Management, Bus and Corporate asset management through phased licence drawdown. The estimated value of the contract, including any extension periods is up to £5,249,000 at list rates. This maximum contract value has been calculated based on initial user requirements for Tramway licensing, core implementation, secondary development and annual support over the term. Additional costs have then been estimated for further licenses and configuration as other SYMCA services are onboarded.

Bulk Fuel Supplies for Transport UK East Midlands Limited

Transport UK East Midlands Limited (EMR) is running this procurement for the provision of Bulk Fuel Supplies to three depot locations referred to below and in accordance with the Procurement Act 2023 using the Competitive Flexible Procedure. a) Etches Park Depot, Derby; b) Eastcroft Depot, Nottingham; c) Cricklewood Depot, Cricklewood. The combined estimated annual volume of product is 47,706,000 litres - Gas Oil to BS EN590 Gas Oil A2 (Red Diesel). EMR proposes to enter into one or more contract(s) with the successful Tenderer(s) for an initial period of 48 months and an extension option for a further period of 12 months, for a maximum potential period of 24 months i.e. 2 x 12 month extension periods. This procurement process is being advertised and run by EMR on its own behalf and on behalf of the successor operator of the rail passenger transport services in respect of the East Midlands area. That successor operator will be a public sector company, is expected to be a wholly owned subsidiary of DfT Operator Limited and will be ultimately owned by the Secretary of State for Transport (the "Successor Operator"). The date for transfer of the current operations to the Successor Operator is not yet confirmed. Where the transfer is completed before Contract award under this Procurement process, the Successor Operator may elect (but will not be obliged) to carry on with this Procurement process in place of EMR, by taking on the role of contracting entity from the date of completion of the transfer (with all other Procurement documents to be interpreted accordingly). Where the transfer is not yet completed by the time of Contract award, contractual rights may be included in the contractual arrangements to enable transfer to the Successor Operator. Tenderers should note that this procurement process (if ongoing), or any awarded Contract, may be included in a transfer scheme made by the Secretary of State under section 12 of the Railways Act 2005, or the transfer may be affected outside of, or separate from, such a scheme. Where a Successor Operator is appointed during this Procurement process, and the Procurement is transferred to the Successor Operator, the Successor Operator reserves the right to administer this Procurement in a different way, for example by using different or revised submission arrangements, including extending any timescales. For the avoidance of doubt, EMR is the procuring authority in respect of this Procurement until a transfer to the Successor Operator is completed. EMR or any Successor Operator will not be liable for any bid costs, expenditure, work or effort incurred by a Tenderer in proceeding with or participating in this Procurement, including if the Procurement process is terminated or amended by EMR or any Successor Operator. FPA Consulting Limited (hereinafter referenced as FPA) has been employed by EMR to act as procurement consultant and advisor to EMR for this procurement. In the event of a contract award, the successful Bidder will enter into direct contract with EMR and not FPA.

This Tender Notice outlines the Authority's intent to competitively assess, select and award a contract to deliver Light Mobility Vehicle(s) (LMV) and associated support services. The LMV programme is expected to deliver a range of vehicles, including the provision of a wheeled utility platform designed to modernise capabilities currently fulfilled by legacy fleets such as Land Rover and Pinzgauer. The programme will utilise a common base platform to support a variety of warfighting roles across the Joint Force, enhancing interoperability, flexibility, and operational effectiveness. The Contract will include an initial vehicle purchase with options to support future operational requirements, fleet growth and replacement needs vehicles with the ability to increase the vehicle fleet to in excess of 9,500. This flexibility will enable the Authority to respond to evolving operational requirements and technology changes. The LMV programme will require a Common Base Platform (CBP) which will be used to deliver 9 vehicle variants: General Purpose Vehicle (GPV) Battlefield Ambulance (BFA) Tactical Mobility Vehicle (TMV) Utility Vehicle (UV) Enhance Protection Vehicle (EPV) Command and Control (C2V) Equipment Support Vehicle (ESV) Troop Carrying Vehicle (TCV) Mission Systems Vehicle (MSV) The contract shall also include the ability for the Authority to utilise Post Design Services (PDS) for the ongoing development of the Vehicle variants to ensure that they continue to provide optimal performance as technology develops and matures. The Authority may utilise PDS as one of the measures it uses to mitigate the risks outlined in the Description of risks to contract performance section of this tender notice. In addition, the contract shall encompass the provision of a support solution, which may include but not be limited to maintenance, repair, and logistics support to sustain operational availability throughout the lifecycle of the vehicles. This support solution may be scalable and adaptable to meet the varying demands of the different vehicle variants and operational environments. A Training element will be included in the requirement to ensure that personnel are fully equipped to operate, maintain, and support the LMV variants effectively. The primary delivery location will be the United Kingdom. The support solution must be capable of providing support services worldwide.
